Does the LQ count to the threshold limit..?

I haven't counted it in the past but a query has made me check the books and it isn't clear unless I'm missing something but here is my advice.

Query ref 1.1.3.6.3

Consignment of UN1210, 3, II, 0.5 litre bottles, LQ (1800 litres in total) and 1 x 25kg sack of UN3262, 8, II.

ADR 3.4.1 (a) states LQ freight is not subject to the other provisions of ADR except the relevant provisions of (amongst others) Chapter 1.1.

1.1.3.4.2 states certain goods may be subject to to exemptions provided conditions of 3.4 are met.
